What the code requires
South Carolina adopts the I-Codes statewide. Standpipe installation follows NFPA 14; inspection, testing, and maintenance follows NFPA 25, including the 5-year standpipe flow test, hydrostatic testing of dry and semi-automatic standpipes, and 3-year dry pipe valve trip tests. Local building officials and the State Fire Marshal enforce it.
The coastal corrosion problem
Salt air attacks everything exposed: FDC caps and clappers, hose valves, exterior piping, and gauge fittings. Inside the pipe, tuberculation and scale narrow the effective diameter year after year. Neither failure announces itself, the system looks fine until water moves. On the coast, the standpipe that passed twelve years ago is not the same standpipe today. Only a flow test tells you what changed.
Hospitality scheduling

In an oceanfront tower the standpipe is common-element infrastructure, so the association pays. Boards that treat the 5-year flow test as a scheduled capital item avoid the emergency special assessment that follows a failed inspection, or worse, a reduced insurance claim.
